I am to suggest - for the reasons stated in the letter (marginally noted) that the return asked for, be deferred pending the receipt from the War Office of complete and reliable information on the subject, which has been applied for. In the meantime information will be given as far as possible on any special point desired.
I am also directed to forward herewith copy of the plan referred to in the second paragraph of your letter under acknowledgment, but this plan should not be considered to be a complete one, and should not therefore be acted on by the government without further reference to the War Office in any case in which the interests may be questioned.
