The contingency mentioned in section 6 cannot happen under existing arrangements, reference to the Duke of Newcastle's despatch W. 15 of the 27th of January, 1864, will show. It is there laid down "that land not required for Military purposes will revert to the Colony." Colony however being bound to make reasonable "compensation for the improvements which have been effected on the abandoned site and also that if the abandonment on the Imperial Government imposes the necessity of procuring a fresh site elsewhere, that site must be acquired at the expense of the Colony.
