agreed upon by the War Office, the Treasury, and the Colonial Office with regard to the disposal of Colonial Military Crown Lands and Buildings no longer required for defence purposes.

Your Lordship observes that the memorandum is furnished for my guidance, unless I have any serious objection of principle to urge against the proposals contained therein.

I may at once say that I consider the system set forth in the Memorandum would work very unfairly in so far as the Colonial Government is concerned, and I shall endeavour to explain the reasons that have induced me to that opinion.
