Practically I take it ?

Section 14 is the only one of real importance in the present case, is the Imperial Government to pay the Colonial Government for water? Is it not? The Military Department has, I believe, agreed to pay. If the Military pay, why should not the Naval Authorities?

Sections 6 and 17 deal with matters which I think dispute is not likely to occur. The Naval Authorities should agree to a periodical inspection of the water fittings by the Water Authority at such times as may be mutually agreed.

Section 19 and sub-sections 4 and 5 of Section 18. I am not aware of any precedent for the course anticipated in these sections being proved by any officer of the Colonial Government & The Imperial Government, nor is it likely that circumstances will give rise to such sections being put in force.
