number of workmen employed and the quantity and nature of the work in hand. But so far as I am able to judge from the calculation of the Departmental officers, I think that the quantity of water taken by the Naval Yard may be approximately for all purposes, but at 800,000 gallons per annum.

With reference to Your Excellency's letter A.109 of the 20th ultimo enclosing a copy of the Water Ordinance Nr 16 of 1890, I beg, on behalf of the Admiralty, to take exception to the following sections of the Act, because they impose penalties from which the Admiralty, which is a department of the Imperial Government, may think they should be exempted.

Sections 6, 14, 17 and 19; Paragraphs 4 and 5 of Section 18.

I shall be obliged if Your Excellency will cause me to be supplied with 2 more copies of the Act for transmission to the Commander in Chief.
