quantity of water itself, to be paid for, until the Admiralty have given me instructions on the matter.

Before forwarding the correspondence to the Admiralty, I should be glad to be informed if a lump sum per annum could be named instead of payment by measurement. I object to the Ordinance being made applicable to the Imperial Government as far as the Navy is concerned, except with their consent, and in the absence of their approval I beg to request that steps shall be taken in the matter, until the decision of the Lords Commissioners of the Admiralty is communicated to me.

With regard to the query contained in the first portion of the last paragraph of your letter, I should be obliged if you would be good enough to inform me of the approximate quantity of water which it is desired to take annually
