In this opinion I concur and although it is most unlikely that it will be necessary to put in force any of the provisions objected to either against the Naval or Military authorities, it appears to me necessary that there should exist certain safeguards against waste etc. in regard to those who are supplied with water at a very considerable cost to this Colony.
