prevent the accumulation of stagnant water and that effective steps be taken to remove the insanitary condition of the foreshore in Causeway Bay.
That the Barracks and other establishments be built on a liberal's scale, providing every requirement for the complete Garrison when reinforced; including Magazines, Laboratory.
4. That good communication be established with the Barracks on the heights by roads of easy gradient from the three levels of (a) Queen's Road, (b) Bowen Road and (c) the Magazine Gap.
I may add that a closer examination of the ground has yet to be made and will be necessary before it can be definitely ascertained that suitable and sufficient parades for the increased Garrison can be found in the area above described.
