I have the honour to return herewith the Confidential Despatch (with its enclosures) from the Right Honourable the Secretary of State for the Colonies relative to the consolidation at Causeway Bay of all the Military Establishments which Your Excellency in Hong Kong kindly forwarded for my information, in your letter of 21st ultimo.
