Her Majesty's Consul has been charged by His Excellency the Acting Governor of Hongkong to offer His Excellency the Viceroy his congratulations on the recurrence of His Excellency's Birthday.
His Excellency would have sent up a special officer to convey these felicitations, but understanding that His Excellency the Viceroy proposes to decline Visits tomorrow, he has refrained from doing so, but desires me to express to His Excellency his feelings of friendship and respect coupled with the hope that His Excellency may long continue to hold the exalted position.
