The difficulty to which Your Lordship alludes regarding the manner in which the provisions of Section 14 can be carried out no doubt exists, inasmuch as there is no general examination of imported goods in this Colony, and consequently no special machinery for carrying out these enactments.
But under sub-section 3 of such clause the Governor in Council is empowered to frame regulations respecting the importation of goods prohibited to be imported, and it may be possible to make some regulations which would enable action to be taken against those who illegally import goods, upon
