Even if adhering to existing regulations and not on account entering British waters, as all offenders would be punished.

The case thus being settled, there was no necessity for any further correspondence on the question, but in addition to instructing the Ker Loon Commissioner, the Governor General has to direct that most stringent orders be issued to all Commanders and crews of revenue vessels to closely adhere to existing regulations, and that for the future when on duty, Hong Kong waters must on no account be entered. No arrest of smugglers or search for smuggled goods is to be made there, under pain of severe punishment. These instructions are of the greatest importance.
