my early appointment to this Colony, and do classify me as a "Foreman of Works" with a Salary of $1600, and I must
state it was not in accordance with my professional qualifications. My profession is that of a Civil Engineer - my five years' experience
were passed with Mr. W. Gwyther, now of Temple Chambers; and to whom I would
beg to refer, also to Mr. J. A. Gwyther, Manager of the Chartered Bank
of India, Threadneedle St. E.C., and
further in 1878, I was admitted an Associate to the Institute of Civil Engineers, and I cannot but consider that my reputation, and
position in this Colony, have
also received a severe check by this false representation of facts to your Lordship.
I would now beg your Lordship's re-consideration of my
case and
grant me an appointment in
the Public Works Department.
