My Lord,
I am in receipt of your Lordship's reply to my Memorial of 28th April last, and contained in Despatch No. 137 of 1890.
In answer to same, I have the honour to express my regret at Your Lordship's inability to assign me a position in the new organization of this Department, equivalent in rank to the one I am now holding, viz:- Assistant Engineer, inasmuch as your Lordship states that my duties have been mainly confined to Land Surveying and "drawing work".
