I have the honour to acknowledge receipt of Despatch No. 137 of 18th July 1890, regarding my applications for some promotion in the Public Works Department (P.W.D.) organization.
I am informed in that Despatch that nothing has been done for me.
In 1885, I applied for and obtained an appointment in Hong Kong as "Foreman of Works" at a salary of $1600 per annum.
