the advice of the Executive Council, I have, subject to Your Lordship's approval, granted a pension at the rate of $168.88 per annuum to Hadrian Raptis who has been pronounced unfit for further service.

I enclose copies of the Medical Certificate and Extract of the usual paper of particulars of his service.

Paragraph 19 of the latter document is not certified. Encl. 2 1st Sept. 1890. The Auditor General states that it is not his duty to sign the certificate. The Colonial Secretary has been informed that the Local Auditor is no longer the proper authority to certify it, and he is now to base his certificate on vouchers at his disposal.
The amount of pension has been calculated from the records of Raptis' service; but I shall be glad to have it checked.
