If the conlly policy of a non-Achatons Anditor has been deliberately adopted in Hong Kong, I agree that the Treasurer's Dept is the one in which there ought to be reckoned the date from which an officer first drew pay, of the continuity of this service, of the average emoluments drawn during the last 3 years, & that the Treasurer is the best Officer to prepare these certificates that the Paper should be noted as another instance of the injury done to the Public Service by the introduction of the new system of audit.
My views of course is that unless Mr. Ryan is willing to give his officers instructions to act as the old Auditor did, you are simply paying an obstructive and practically more or less useless functionary.
As to the certificates of character, I think you should call upon the head of the Govt. to report whether in filling up the certificate with remarks, he has deliberately felt himself at liberty to sign the certificate required by the Bt. Act. Hong Kong, Pension, etc.
When a reduction ... might fairly be awarded.
