other site than that of the Victoria Gaol I recommend that the question of locality be reconsidered. The site selected above the Bonham Road would probably prove a good sanitary ground, but it is open to the objections of great inequalities of level, situated as it is on the steep slope of the hill which forms the northern base of the Peak; and it is land which might probably become valuable in future for residential quarters. Other sites have been suggested. Mr. Bowdler when Acting Surveyor General in 1882 recommended land at Bowrington, in the Eastern district (C.A.O. No 1453 of 1882), and Pokfulam, and Causeway Bay, have also been suggested. It may not improbably prove after all, that the Bonham Road site is the most suitable, but the question is, at present, of such importance as to deserve the most careful consideration.

574 New Gaol.
I have on the Drawing No. 4 shown buildings which would accommodate 700 convicts, and the whole of the Gaol staff. It will be seen on reference to the Plan, that the site above the Bonham Road affords ample space for all the necessary buildings, as well as for exercise. The three grounds, workshops, & Blocks shown on the Plan are capable of receiving 700 convicts in separate cells, and space remains for an additional Block, should the necessity arise in the future. If the Block A were first erected, it might be occupied by 270 convicts, who might be usefully employed in levelling the site and in assisting in the erection of the remaining
