present, under the associated system. This could be done if a Block were built to contain 270 convicts. I estimate the cost of this Block with accommodation for the supplementary Staff recommended by Major General Gordon, including levelling the site, and boundary walls at $140,000. This would relieve the congestion of the Victoria Gaol, and while the new Block was in construction there would have carefully to consider what further accommodation should be provided, either by improving the Victoria Gaol, or by the construction of such additional blocks and buildings on the new site, as would afford sufficient accommodation for all the convicts and the Gaol staff.
14. The suggested new Block and adjuncts are shown on the accompanying Drawing No. 3. The site proposed is that above the Bonham Road, and below the Victoria Battery and the new Pokfulam Filter beds, which has been reserved for years past for the proposed new Gaol. The erection of a Gaol Block on this site is proposed in March 1887 Despatch No. 84 of 16 addressed to the Secretary of State by His Excellency the Officer Administering the Government. The cost is estimated at $100,000.
15. In a previous despatch No 221 of the 26th June 1886, it is stated that in 1881 a new Gaol, which I infer it was proposed to construct on the same site, was estimated at $400,000.
