that it is physically impossible to provide for the maximum number of convicts for whom provision should be made (which cannot, I think, be safely reckoned at less than 700) by any practicable extension on the present site, even assuming that the Home Authorities sanctioned cells each of 400 cubic feet.
There would appear to be only one way out of the difficulty, so far as the existing site is concerned, and that is to reserve the new Block for long sentence convicts and confirmed criminals, where they would be treated on the separate system, and retain the associated system in the existing building, (or at least over the greater part of it) for the short sentence convicts. By this means, and it appears to be the only means, the whole of the convicts can be lodged without overcrowding.
