The new Block HIKI is 222 feet in length and would accommodate 186 prisoners as a three-storied building. In a report by my predecessor dated 9th November 1887, Mr. Price states that if the existing Gaol were adapted for the separate system, by dividing the cells it might be made to accommodate 267 prisoners. Adding the number of prisoners which the proposed new Block would hold, we have a total of 453, or only about two-thirds of the number for which provision should be made. It would thus appear that it is practically impossible to apply the separate system to all convicts by Gaol's

Even if the house (E), now occupied by the Superintendent of the Gaol, were pulled down and the new Block extended as shown by dotted red lines, only 244 more convicts would be accommodated. Of course, if the extent of the cells' cubic measurement was reduced to 400 cubic feet, accommodation could be provided for a considerably larger number. If four floors of cells each 10 feet long, 5 feet wide and 8 feet high, were constructed, the accommodation would be increased rather more than 50 per cent. The maximum accommodation on the separate system that could possibly be provided on the existing site would then be:
