I have the honour to inform Your Lordship that I have given much consideration to this subject since I assumed the administration of the Government, and I beg to forward to Your Lordship a copy of a report in closure which, at my request, the Surveyor General has drawn up upon it.

2. I took occasion to visit the Victoria Gaol and I was at once struck with what I considered to be the overcrowded state of the prison. Shortly after the departure of Sir William Des Voeux in February last, this impression of mine was confirmed by the Report on the Gaol for 1889, which was drawn up by the Superintendent, Major General Gordon, and which was transmitted to Your Lordship in my despatch No. 123 of the 28th of April last.
