I feel that the prison, as altered, would be a type of everything which a person should not be. An epidemic would probably mean disaster and the approval of the proposal weighs heavy responsibility on me.

I understand that the site of the present Prison is beyond question, the proper position for the Police station and the Magistrate's Court and that, in connection with these, it is necessary to have a certain amount of prison accommodation for former Indian soldiers awaiting trial etc.

Except as regards the latter, I would provide for reformation throughout and would connect the existing building with a new block. I would clear away the radiating blocks in rear and the outbuildings in front and, if funds permitted, improve the Magistrate's Court & the Police station, though this is outside the Prison.

Having thus provided, in a sort of House of Detention, for 250 prisoners, I would build a new prison for 460 or 400, where I would place the Superintendent's quarters, offices & administration etc.

I do not think this would entail much duplication of staff.
