I am for building a new jail site and borrowing the proposed enlargement of and raising the money.
The exerting prison will crowd off the space in objectionable manner and with great cost.
I am in favour of building upon the present site.

The enlargement of the Existing Prison will neither reduce the overcrowding nor get rid of the Associated system and its abuses,
1. As regarding, you will merely substitute the crowding of buildings on the site for the crowding of 682 prisoners in the buildings. You pull down outbuildings of low elevation which do not impede re-construction of an articulation of air for them, and a great deal more, be it by large storeys or light and air as well as space for exercising and other essentials. The prisons will consist of a series of blocks separated by alley ways large and from 20 to 25 feet wide!
2. Association is still to be adopted for about 400 out of the young prisoners accommodated. As it has been considered free segregation will be especially effective in tiny cells. This committee regarded as a satisfactory outcome of an Expenditure of $170,000.
