The Solitary Chinese Clerk has risen in the same manner, but it must be noted that in his original post knowledge of Chinese was absolutely necessary.

The Examination System has been employed for the purpose of filling minor Clerkships. It has never been applied to the better paid Clerkships, which as the list shows have either been filled by promoting a Portuguese Clerk or selecting an Englishman locally and appointing him direct to the post.

M: Travers, Assistant Postmaster General, is the only instance of an Englishman who has risen in the service from being a Clerk. The system of appointing Clerks by examination to a very minor post, with salaries on which a European cannot live, and thus giving them a claim to almost unlimited promotion has a tendency very to exclude Europeans from Clerkships in this Service.
