of State may
exercise
his
discretion as to whether the appointment shall be offered to competition, or whether he will select
a candidate and appoint him without examination, Provided that it shall be in the power of the Governor in cases
of exceptional merit to recommend a clerk from
Class B
to the A class
without examination.
It shall be in the
discretion
of
the Governor
to decide which
of these three courses
shall be
adopted as occasion
arises.
3. Candidates for a vacant post may be
nominated
by
the Secretary of State. Class B work
will be filled by competitive examination for which
must be
entered by them
or
promotion.
It was laid down
by the Secretary of State, as
the case
may be: Candidates for Class
A must be over 20 and under 25 years of age, if recruited from home;
over 18 and under 28
years of age, if recruited locally by competitive examination, on the day of such examination; if appointed on promotion from Class B there will be no limit of age.
Candidates
for
Class
B must be over 17 and under 20 years of age, on the day of the competitive
examination.
