1. Clerkships in the Hong Kong Civil Service are divided into two classes viz Class A in which the salaries are not less than $1200 per annum, and Class B in which the salaries are under $1200 per annum.
2. Appointments to Class A will be made (a) by competitive examination held locally, for which candidates must be nominated by the Governor, and for which holders of Clerkships in Class B will be allowed to compete; (b) by appointment by the Secretary of State
