expressed by His Excellency the Officer Administering the Government in his minute of the 5th of June in

C. I. O. No: 471 of the 20th February 1890,

we bey to submit revised Regulation for the filling up of appointments in the Civil Service in Hong Kong.

We would at the same time offer the following Remarks in explanation of the changes in the Regulation.

It is recommended that the Civil Service should be divided into two classes: A with salaries of $100 a month and over, B with salaries under $100 a month.

The B class would be filled principally by Chinese and Portuguese, though the sons of European residents might also take a B clerkship.
