the Governor, which is in

accordance with the

principle suggested in Lord Kimberley's despatch A199 of 11th September 1882,

3. Or the Governor may

promote

a clerk

in

class B to class A in

cases of exceptional

merit without further

examination

Appointments to

class B will in all cases be

subject

to

a competitive

examination held locally

after a

nomination of the

candidates

by

the Governor.

Rule 10 provides

that the candidate who has

obtained the highest

number of Marks will, as

a rule,

receive the appointment

subject to probation for a

period of six months, but

that the Governor may

appoint any

other

competitor
