I lately drew the attention of the Board of the Jeyaneivers to the desirability of amending the Regulations which were issued in 1883 for filling appointments at the disposal of the Governor by system of competition.

The Regulations in question only referred to offices of the 1st class mentioned in Rule 66 of the Colonial Regulations i.e. where the salary does not exceed $600 a year, but inasmuch as the Governor's recommendations in regard to appointments of the "2nd" class - those in which the salary does not exceed $1,200 - is almost uniformly followed, there did not seem any valid reason why the system of competition should not be extended to these, as well as to those of the 3rd class subject to the conditions mentioned.
