The law says that a Port vessel shall be bound for in the United Kingdom. The P. & O. Steamers clear I believe for Bombay and not for the United Kingdom; they will not take passengers by these steamers to England because they say they begin a voyage at Bombay.

1. Let voyage...

If they clear out from here for Bombay... Here is the question, even if they cleared for England I think it would be stretching a point to say they are bound for a Port in the United Kingdom.
