I did not feel justified in acceding to the application when first made to me inasmuch as the case does not come under article 153 of the Colonial Regulations, but I expressed my willingness to submit it for Your Lordships' consideration and decision.

Should Your Lordship be disposed to accede to it I would suggest that an agreement be entered into of the nature mentioned in the Colonial Regulation.
