Mendicant is given to the governor by the law, [subsection 9.% See. 28 as amended by Ord: 8 of 1858, Ordinances 3 of 1881 and 8 of 1882] and as in Lord Carnarvon's words, "it is impossible that the Colony should be allowed to become a vast almshouse for the Kiang Tung province", and as however it is consequent that there is better lore for the Colonial revenues without maintaining the pauper of deportation might, it would seem, under due safeguards somewhat, be more freely resorted to in such cases than it has hitherto been.
