of this opinion that I addressed Your Lordship on the subject in March last, and in reply Your Lordship stated in your despatch of the 3rd of June that you did not think it expedient that power should be given to the lessee to commute at his option any portion of the rental.

4. But it is not any commutation of the rental that is desired. What I would propose to Your Lordship is that the purchaser may be allowed to convert a portion of his premium into a fixed rent charge to be paid together with, and in addition to the rent subject to which the land was sold. This is what I understand to have been suggested by Sir G. W. Des Vœux.
