The figures in red ink show where the sterling equivalent was not given in the requisition. The contention of the War Department really amounts therefore to this, that at this late date a different rate of exchange to what the Military Authorities themselves enforced, should now be adopted, and that the accounts of the Colony for the last six years should be re-opened accordingly.

In the face of what I have stated I do not think that Your Lordship would desire a course, which in my opinion, would not be fair to the Colony, to be taken.
