I should have been glad if it had been possible to avoid this discussion, as it has been both torment for Chadwick and cause of friction in the Council.
I am held by a person whose habitual residence is not within the Colony to recognise the value of his opinion and advice on Hong Kong Home Affairs. But I see no objection to allowing there being frictions to a seat. Creating the precedent of allowing Chadwick's warrant of appointment to lapse on his departure from Hong Kong was intended at this time when it was formed.
