I't Cooper is fully acquainted with my views on every point of importance; and is in a position to commence work on a section of the Lower Central District, as well as Aigi Level on the Sewerage of the City District, the execution of which has been already sanctioned, and is in progress.

3. The work of laying the new Water-mains has made considerable progress, upwards of five miles being now complete. The service reservoirs for the Water supply of the upper zone of the city are in hand. One motor has been fixed.

4. Office arrangements - The Staff and arrangements of the Water and Drainage Department are thoroughly organized. The books have been opened and posted up to 30th June. Today I have submitted a correct statement of the true expenditure, divided under the several votes, up to that date.

5. When I continue to act as Consulting Engineer for Water and Drainage in England, it will be my duty to give any information that may be required by the Government or by the Crown Agents. If the Surveyor General should at any time require any information, or any assistance in the selection or inspection of stores or materials, I shall be happy to give it, as part of my duty under the general terms of my agreement.

6. The Royal Warrant appointing me a Member of the Executive Council of Hong Kong authorises me to hold this appointment as long as I shall be employed by the Governor Officer Administering the Government of Our Colony of Hong Kong.
