The instructions are that they should be audited within a month. There are written instructions about auditing the accounts every month. Either Mr. Ribeiro or myself went round to show Mr. Freire what his duties were when he first joined. Postal Notes only commenced in 1884.
I myself would have taken Money Orders and Postal Notes to be the same. Mr. Freire. It never occurred to me to make enquiries when I saw the addition of Postal Notes to the Collector's Accounts.
Mr. J. M. Silva. Mr. Rocha is the Accountant at the Post Office. Mr. A. Nicolle. As to charge B, the total and amounts did not agree, such should not have been passed. It was the business of the Audit Examiner to ask for the Shanghai's accounts.
