Mr. F. Freire, Audit Examiner, whom I informed Your Lordship in the 44th paragraph of my despatch W.262 of the 30th ultimo, I had considered it necessary to interdict from the further performance of his duties, under article 88 of Colonial Regulations.

In the letter of the 22nd of May he was informed of the specific charges brought against him by the late Postmaster General in connection with the embezzlement of public money by J. M. Barradas.

I also enclose copy of Mr. Freire's reply, which contains his defence, and a memorandum on the subject drawn up by Mr. Nicolle, the Local Auditor, together with the minutes of the Executive Council and the notes of evidence taken 5th August, 1890.
