(1) the Post Office authorities for the bad system of leaving everything connected with the Money Order system in the hands of one clerk, without giving proper written instructions
(2) the Audit Office authorities for giving to a rather ignorant Clerk the duty of auditing a large number of accounts without giving any written instructions herein.
