under the circumstances,

any just cause of complaint at not receiving the promotion which they appear to look upon as their right, and which under ordinary circumstances they might have been

accorded.

As a further reason

that influenced

me in making these changes

was my desire to transfer Mr C. Barradas

from the Money Order branch in the Post

Office. He was connected

with that branch when

the defalcations took place

in which his brother, Mr Z.M. Barradas, was implicated and although I do not desire to insinuate anything

against Mr. Barradas, I do think it is desirable
