Silva, 5th Clerk at the Treasury (on £50 a month) to replace Mr R. Gutierrez on the list of Post Office Clerks, with the same salary, but to attach him to the Money order office in place of M.C. Barradas, a Post Office Clerk also in receipt of £50 a month, and to appoint Mr Freire to be 5th Clerk in the Treasury (with a salary however of £90 a month) where he would have the duty of attending to the transmission of Vouchers home.

This arrangement will of course be unpopular in the Post Office, as with the exception of the three first on the list none of the other Clerks will gain any promotion.

I am however of opinion that the Postal Department generally must be considered to blame in consequence
