materially affect the future sanitary condition of this Colony

I much doubt whether the Sanitary Board, as at present constituted, is such a body or possesses such powers as would enable it to efficiently carry out the different duties assigned to the Water authority under the Ordinance. Should it be decided eventually to entrust these duties to the Board it will, in my opinion, be necessary to consider whether the Board should not be reconstituted.

The Ordinance prescribes the powers and duties of the Water authority, authorizes rates to be levied for the use of water, lays down what penalties those who contravene its provisions shall be liable to.
