that when the works are completed the Surveyor General should have the control. It seemed, however, to be generally admitted that until the works are finished it would be desirable for the powers conferred on the Water authority to be exercised by the Resident Engineer. In this conclusion I entirely concur, but when the works reach completion the question as to who shall be invested with the powers which for the time being the Resident Engineer possesses, will have to be decided. It is premature yet to express an opinion on this point, but there is no doubt that the Sanitary Board has taken much trouble in regard to this measure, and that it is one which will very materially
