reasons for fearing that some who have lately come to misfortune in Hongkong have been induced to
commit dishonest acts in consequence of the losses they have sustained by indulging in these gambling propensities. To those who belong to the Government service of the Colony, whose
salaries
may be small and whose calls may be great,
these temptations are particularly dangerous, and if anything could be done to prevent these from frequenting the gambling saloons at Kowloon, I believe that such would
go far to secure a more faithful and efficient performance of public duties by some among the Civil servants.
