Another Bill was then drafted by Mr O'Malley embodying these recommendations, and some further suggestions on the subject.

Further suggestions on the subject were subsequently made by Mr. Wodehouse, the Police Magistrate.

7. On one or two occasions, the matter seems to have been considered in Executive Council, but nothing was definitely settled and on the 8th of January this year the question being again brought before the Executive Council, it was decided that its consideration should stand postponed.
