authorize him to inform the petitioners of this effect.

I do not feel justified in doing this in face of the actual wording of the Ordinance, and in view of what was stated in paragraph 6 of Your Lordship's despatch No. 224 of the 3rd January, 1870, where Your Lordship expressly made use of the word "marriage" and more especially so as the petitioners have actually submitted the particular point for Your Lordship's consideration. But bearing in mind the facts to which I have above alluded, and which are no doubt worthy of attention, it might be well when the law comes into force, should no modification of it be required by Your Lordship, that instructions should be given.
