I have examined the accompanying Ordinance, entitled :-
"The Merchandize Marks Ordinance, 1890."
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
It is based on the English Act 50 and 51 Vict. C. 28 and embodies the suggestions which were submitted to the Secretary of State in November 1887 and approved of by
