Salisbury, copies of six further petitions on the same subject, which have been received through the Government of Hong Kong. His Lordship proposes, with Lord Salisbury's concurrence, to send a similar reply to these petitions, similar to that contained in his letter to the Governor of Hong Kong, of which a copy is enclosed in the letter from their Lordships of this date, Sept. 16th, above mentioned.
