I have addressed separate letters on the subject. I am of opinion that there is no sufficient reason to alter the Royal Instructions in this respect with regard to the appointment of an officer to the post of Treasurer. I have now to inform you generally with respect. I am moreover disposed to think that the Registrar General should also be appointed to the Executive Council.

The question of age does not appear to me seriously to affect the question, since if an officer is fit for the important office of Registrar General, he is also fit to be a member of the Executive Council, which body must frequently be called upon to consider questions affecting the Chinese, upon which the advice of the Registrar General would be specially useful.
